Resumo
Esta pesquisa aborda os impactos das políticas de gestão e organização
pedagógica na atuação docente dos professores do ensino médio na educação
pública do Paraná, considerando as estratégias neoliberais de controle de suas
atividades. A pesquisa está vinculada à linha de pesquisa Formação Docente e
Novas Tecnologias Educacionais e ao grupo de pesquisa Educação, Tecnologias e
Sociedade. Elege como questão principal de pesquisa: Como as atuais políticas
públicas têm acelerado o processo de fragmentação do trabalho docente com a
implementação de estratégias de controle e de gerenciamento, inspiradas em uma
visão neoliberal voltada para provas em larga escala, sem a devida preocupação
com a condição humana dos professores? Objetivo geral: Compreender os
impactos das políticas educacionais do ensino médio, vigentes no estado do
Paraná, sobre as atuais condições de trabalho e a prática docente, a partir dos
fundamentos do método dialético como referência metodológica. A coleta dos dados
ocorreu por meio de uma abordagem qualitativa de pesquisa, utilizando questionário
com questões fechadas e abertas, coletando informações pelo Google Forms e
conversando pessoalmente com professores e equipe de ensino. Participaram da
pesquisa 102 professores. A análise documental incide sobre instruções, edital e
orientações pedagógicas emitidas pela Secretaria de Estado da Educação do
Paraná (SEED-PR) aos professores do ensino médio. Para a análise, foram
considerados estudos de pesquisadores da área selecionados a partir de um
levantamento do estado da arte, com destaque para as contribuições de Laval
(2004) e Freitas (2018), além das reflexões de Han (2017a, 2017b, 2021, 2022,
2024), que examina a lógica da sociedade neoliberal do desempenho. Sobre os
respondentes, trata-se de professores do ensino médio do Paraná, vinculados à
escola pública, com muitos anos de experiência como docentes e a maioria investe
em sua formação e desenvolvimento profissional, tendo realizado curso de
especialização e/ou mestrado. Os resultados indicam que as políticas públicas
incidem em controle do trabalho do professor por meio de plataformas digitais e
exames de larga escala com aplicação de simulados, o que gera perda da
autonomia docente, ampliação da jornada de trabalho e desvalorização profissional.
Como consequência, provoca-se mal-estar e aumento do adoecimento docente. No
ensino médio, essa situação se agrava devido às recentes idas e vindas da
reformulação curricular. O produto da tese é um manifesto que convida para o
reconhecimento e valorização dos professores das escolas públicas do Estado do
Paraná.
This research addresses the study of the impacts of management and pedagogical organization policies on the teaching practices of high school teachers in public education in Paraná, considering neoliberal strategies for controlling their activities. The research is linked to the research line of teacher training and new educational technologies, and to the Education, Technologies, and Society research group. The main research question is: Have current public policies accelerated the process of fragmentation of teaching work through the implementation of control and management strategies inspired by a neoliberal vision focused on large-scale testing, without proper concern for the human condition of teachers? General Objective: To understand the impacts on teaching work under the current working conditions defined by high school education policies in the state of Paraná. The methodology is based on the assumptions of the dialectical method. Data collection follows a qualitative research approach, using questionnaires with closed and open questions, gathering information via Google Forms and through personal conversations with teachers and the teaching staff. The research involved 102 teachers. Document analysis focuses on instructions, calls for applications, and pedagogical guidelines issued by SEED Paraná to high school teachers. For the analysis, studies by researchers selected through a state-of-the-art review, Laval (2004), Freitas (2018) and the reflections of Han (2017a, 2017b, 2021, 2022, 2024), who analyzes the neoliberal performance society, are considered. The respondents are high school teachers in Paraná, working in public schools, with many years of teaching experience, and most invest in their training and professional development, having completed specialization courses and/or a master's degree. The results indicate that public policies focus on controlling teachers' work through digital platforms, large-scale exams with the application of simulations, which leads to a loss of teacher autonomy, an increase in working hours and professional devaluation, and consequently, causes teacher discomfort and an increase in teacher illness. In high school, this situation is aggravated by the recent back and forth of curricular reformulation. The thesis product is a manifesto for the appreciation of SEED/PR teachers.
