A pertinência do investimento em políticas públicas pela primeira infância

Abstract

As crianças sempre estiveram presentes na nossa sociedade, mas nem sempre foram vistas sobre o prisma de cidadãos plenos de direitos. De mini-adultos a menores irregulares, tutelados pela Igreja e pelo Estado, do reconhecimento da criança e do adolescente no Estatuto da Criança e do Adolescente à necessidade de uma Lei que atendesse primordialmente às crianças de zero a seis anos. Conforme a realidade e o contexto sócio-político novas preocupações vão surgindo, com isso, estudos e projetos também vão comprovando a necessidade do investimento em políticas públicas para os que são considerados o futuro da nação. Nesse sentido, surge o seguinte questionamento: Qual a importância dos cuidados com a Primeira Infância na vida da criança e do adolescente? Para responder à pergunta da problematização e cumprir com o intuito de responder ao objetivo geral de discutir sobre a importância dos cuidados com a Primeira Infância na vida da criança e do adolescente, aborda-se no primeiro capítulo a trajetória das políticas no âmbito da Infância e Juventude, no segundo as contribuições que a Lei pela Primeira Infância trouxe para o ECA e por fim, no último capítulo, a importância do investimento pela Primeira Infância. Através da pesquisa bibliográfica de natureza exploratória, conclui-se que o investimento em políticas pela primeira infância é capaz de desenvolver adultos saudáveis, comprometidos, que não só trará retorno para a sociedade como também para o desenvolvimento econômico do país. Portanto, é preciso investir hoje, para economizar amanhã.

Children have always been present in our society, but they have not always been seen in the prism of full-fledged citizens. From mini-adults to irregular minors, protected by the Church and the State, from the recognition of children and adolescents in the Statute of children and adolescents to the need for a Law that primarily caters to children from zero to six years. As the reality and the socio-political context new concerns arise, with this, studies and projects also prove the need for investment in public policies for those who are considered the future of the nation. In this sense, the following question arises: What is the importance of early childhood care in the life of children and adolescents? In order to answer the question of problematization and to comply with the general objective of discussing the importance of early childhood care in the life of children and adolescents, the first chapter addresses the trajectory of policies in the field of Childhood and Youth, in the second to the contributions that the Law for Early Childhood brought to the ECA and finally, in the last chapter, the importance of investing in Early Childhood. Through bibliographical research of exploratory nature, it is concluded that the investment in policies by early childhood is capable of developing healthy, committed adults, which will not only bring return to society but also to the economic development of the country. So you have to invest today to save tomorrow.
