Plano de segurança escolar: uma proposta para a escola na modalidade de educação especial no Paraná

Abstract

O objetivo geral deste estudo é elaborar um guia de orientação, que vá ao encontro das especificidades e necessidades da escola de educação especial, como medida de prevenção e combate a incêndios e emergências, no âmbito da segurança escolar. Para tanto, foram estabelecidos os seguintes objetivos específicos: realizar uma revisão sistemática da literatura sobre planos de abandono emergencial de prédios escolares; elencar a legislação pertinente ao tema e analisar a formação dos brigadistas escolares e o modelo de plano de evasão escolar, proposto pelo Programa Brigadas Escolares – Defesa Civil na Escola. A proposta surgiu ao iniciar estudos sobre o tema e diante de uma condição problemática, quando se verificou que um programa do Estado, de segurança escolar, é dimensionado apenas para o perfil de instituições educacionais de ensino regular. O que precisa ser contextualizado é a desatenção da administração pública e de seus agentes quanto ao objetivo final das políticas de segurança, que é resguardar vidas, e merece mais cautela e atenção, no que se refere aos alunos com deficiência. Trata-se de uma pesquisa com abordagem qualitativa; descritivo e exploratório, de intervenção, e sobre procedimentos técnicos de pesquisa, como bibliografia; revisão documental e sistemática da literatura. A pesquisa se concentrou em duas perspectivas: A primeira, no sentido de enfatizar o caráter educacional interinstitucional, e a segunda, na perspetiva das administrações públicas serem responsáveis pela implementação de políticas que visem a superação de qualquer impedimento que possa impedir o acesso aos direitos das pessoas; responsabilizá-los pelo desenvolvimento do potencial educativo local, a fim de incorporar seus princípios em suas ações. As considerações finais apontam que além de focar na legislação e regulamentos técnicos, para entender e esclarecer lacunas e dúvidas, o estudo trouxe a importância de relações que promovam a educação para além dos muros da escola, os demais espaços sociais que também contribuem para isso , e o movimento das cidades educadoras é um deles. Justifica-se a relevância social do estudo, desejando que a segurança e a proteção à vida sejam sempre priorizadas nos ambientes escolares, por isso recomendamos o guia de diretrizes como documento normativo nas escolas da modalidade de educação especial, para que elaborem e executem seus planos emergenciais de evasão escolar e seus exercícios simulados. É uma ação pedagógica, política e social que salva vidas. E o mais impressionante, envolve muitas pessoas dos mais diversos contextos e segmentos. Ressaltamos também a necessidade de ampliar os estudos e treinamentos constantes sobre o tema, tendo em vista seus benefícios para a comunidade escolar na prevenção e combate a incêndios, e também a prática de atividades que relacionem a escola, a comunidade e demais instituições além para os muros da escola. Quando a pesquisa termina, não significa que o tema foi esgotado.

The general objective of this study is to elaborate a guidance guide, which meets the specificities and meets the needs of the special education school, as a measure for preventing and fighting fire and emergencies, within the scope of school safety. For this, the following specific objectives were established: to carry out a systematic literature review on plans for the emergency abandonment of school buildings; to list the legislation relevant to the subject, and to analyze the training of school brigade members and the school dropout plan model, proposed by the Brigadas Escolares Program – Civil Defense at School. The proposal emerged when starting studies on the subject and facing a problematic condition, when it was verified that a State program, of school security, is dimensioned only for the profile of educational institutions of regular education. What needs to be contextualized is the inattention of the public administration and its agents regarding the ultimate objective of security policies, which is to safeguard lives, and deserves more caution and attention, as it refers to students with disabilities. This is a research with a qualitative approach; descriptive and exploratory, of intervention, and on technical research procedures, such as bibliography; documentary and systematic review of the literature. The research focused on two perspectives: The first, in the sense of emphasizing the inter-institutional educational character, and the second, in the perspective of public administrations being responsible for implementing policies aimed at overcoming any impediment that may impair access to the rights of people; make them responsible for developing local educational potential with a view to incorporating their principles into their actions. The final considerations point out that in addition to focusing on legislation and technical regulations, to understand and clarify gaps and questions, the study brought the importance of relationships that promote education beyond the walls of the school, the other social spaces that also contribute to that, and the movement of educating cities is one of them. The social relevance of the study is justified, desiring that safety and protection of life should always be prioritized in school environments, so we recommend the guidelines guide as a normative document in schools of the special education modality, so that they prepare and carry out their emergency school dropout plans and their simulated exercises. It is a pedagogical, political and social action that saves lives. And the most impressive thing, it involves many people from the most diverse contexts and segments. We also highlight the need to expand studies and constant training on the subject, in view of its benefits for the school community in terms of preventing and fighting fires, and also the practice of activities that relate the school, the community and other institutions in addition to the school walls. When the research ends, it does not mean that the theme has been exhausted, since discussing public security in education is a process in development and depends on a lot of reflection and action to arrive at concrete and efficient practices of the purpose that is intended to be achieved.
