Rede de proteção integral no interior da escola: diagnóstico, limites e possibilidades

Abstract

Esta pesquisa, realizada no âmbito do Programa de Pós-Graduação Stricto Sensu em Educação e Novas Tecnologias, do Centro Universitário Internacional – Uninter, linha de pesquisa Formação Docente e Novas Tecnologias na Educação, mediante o grupo de pesquisa Educação, Tecnologia e Sociedade, tem por objeto de estudo analisar os limites e possibilidades de atuação da Rede de Proteção Integral à Criança e ao Adolescente, que visa a desenvolver ações de proteção, promoção, defesa, prevenção e reparação dos direitos desse público a partir das unidades educacionais públicas municipais pertencentes a um município do estado do Paraná, especificamente, escolas do Ensino Fundamental de 1º ao 5º ano. Tomou-se como pressuposto para esta pesquisa que o trabalho da Rede de Proteção Integral não é de responsabilidade somente da escola, mas contempla uma relação ampla entre setores governamentais e não governamentais para atendimento da criança e adolescente em suas necessidades e potencialidades, sendo também uma das alternativas pedagógicas e administrativas da equipe escolar, com condução ativa no seu cotidiano e intervenções direcionadas e/ou pontuais, por permanecer um grande período com a criança, potencializar a Rede de Proteção Integral para além das leis determinantes quanto ao sistema de garantia de direitos. Nesse sentido, selecionou-se o colegiado das unidades educacionais frente à rede. O objetivo que orientou a pesquisa foi analisar a compreensão dos educadores (direção, pedagogos, professores, apoios administrativos, auxiliares escolares e funcionários terceirizados) acerca das ações da Rede de Proteção Integral à Criança e ao Adolescente no cotidiano escolar e, a partir dos resultados obtidos, propor um guia de orientação para organização e atuação da rede. Com base em uma abordagem qualitativa, a metodologia consistiu em analisar a literatura e a legislação brasileira (federal, estadual e municipal), a origem, os objetivos e os fundamentos legais e teóricos da Rede de Proteção Integral à Criança e ao Adolescente; como instrumento, utilizou-se um questionário estruturado direcionado aos profissionais já elencados, no qual os dados gerados foram analisados por meio da técnica de Ánalise de Conteúdos de Bardin (2016). Dessa análise, emergiram 3 categorias: diagnóstico, limites e possibilidades, que possibilitaram, a partir das evidências encontradas, apresentar um guia pedagógico de orientação destinado aos educadores que atuam no interior da escola.

This research, carried out in the scope of the Professional Master's Degree in Education and New Technologies at International University Center – Uninter, research line Teacher Training and New Technologies in Education, through the research group Education, Technology and Society, has as object of study analyze the limits and possibilities of action of the Comprehensive Protection Network for Children and Adolescents, which aims to develop ways to protect, promote, defend, prevent and repair the rights of this target from the municipal public educational units belonging to a municipality in the state of Paraná, Brazil, specifically the Elementary Schools from the 1st to the 5th grade. For this research, it was assumed that the work of the Comprehensive Protection Network is not the sole responsibility of the school, but includes a broad relationship between governmental and nongovernmental sectors to assist children and adolescents in their needs and potentialities. It is also one of the pedagogical and administrative alternatives of the school team, considering active driving in their daily lives and targeted and / or punctual interventions - because they stay a long period of time with the children -, to enhance the Comprehensive Protection Network beyond the determinant laws regarding the rights guarantee system. In this sense, the collegiate of educational units facing the network was selected. The objective that guided the research was to analyze the understanding of educators (directors, pedagogues, teachers, administrative support, school assistants and outsourced employees) about the actions of the Comprehensive Protection Network for Children and Adolescents in the school routine and, based on the results obtained, propose an orientation guide for the organization and performance of the network. Based on a qualitative approach, the methodology consisted of analyzing the Brazilian literature and legislation (federal, state and municipal), the origin, objectives, and legal and theoretical foundations of the Comprehensive Protection Network for Children and Adolescents; as an instrument, a structured questionnaire was used aimed at professionals already listed, in which the data generated were analyzed using the technique of Bardin's Content Analysis (2016). From this analysis, three categories emerged: diagnosis, limits and possibilities.
