Assessoramento na assistência social: desafios e possibilidades no trabalho do assistente social na política estadual de assistência social no escritório regional de Curitiba

Abstract

A gestão da Política de Assistência Social é um campo fértil para o trabalho do assistente social, porém, são poucos os materiais que discutem a atuação profissional nesse espaço sócio-ocupacional. Sobre esse debate, o presente trabalho monográfico tem como objetivo geral identificar como acontece o trabalho do Assistente Social no assessoramento da Política Estadual de Assistência Social aos municípios vinculados ao Escritório Regional de Curitiba. Para tanto, elencou-se como objetivos específicos: Conhecer a categoria trabalho na sociedade capitalista, demarcando o Serviço Social enquanto profissão e o Assistente Social como trabalhador; apontar um breve histórico da Política da Assistência Social no Brasil, contextualizando a execução da gestão pública desta política; e, por fim, demonstrar o trabalho do Assistente Social no assessoramento da Política Estadual de Assistência Social aos municípios vinculados ao Escritório Regional de Curitiba. Para responder aos objetivos propostos, utilizou-se o método crítico dialético, bem como metodologia, a abordagem qualitativa, de natureza exploratória. Cabe ressaltar que foi realizada a pesquisa de campo com as assistentes sociais lotadas no Escritório Regional de Curitiba, bem como com os gestores e técnicos da Política de Assistência Social nos municípios, por meio do questionário no formato semiestruturado, contendo 7 perguntas. Para a análise da pesquisa, utilizou-se a análise de conteúdo, na qual foi empregada a categorização. Desta forma, foi possível compreender as mudanças do mundo do trabalho, bem como a história da Política da Assistência Social e sua relação com a gestão social. Contudo, constatou-se a importância da prática profissional nesse espaço, bem como a utilização do assessoramento técnico como instrumento de atuação e transformação da realidade. E por fim, evidenciou-se a articulação entre teoria e prática, desmistificando a falácia sobre a indissociação entre essas duas dimensões.

The management of the Social Assistance Policy is a fertile field for the work of the social worker, however, there are few materials that discuss professional performance in this socio-occupational space. About this debate, this monographic work aims to identify how the work of the Social Worker takes place in advising the State Policy on Social Assistance to municipalities linked to the Regional Office of Curitiba. For this purpose, the following specific objectives were listed: To know the category of work in capitalist society, demarcating Social Work as a profession and the Social Worker as a worker; to point out a brief history of the Social Assistance Policy in Brazil, contextualizing the execution of the public management of this policy; and, finally, demonstrate the work of the Social Worker in advising the State Policy on Social Assistance to municipalities linked to the Regional Office of Curitiba. To respond to the proposed objectives, the critical dialectical method was used, as well as the methodology, the qualitative approach, of an exploratory nature. It is noteworthy that the field research was carried out with the social workers located in the Regional Office of Curitiba, as well as with the managers and technicians of the Social Assistance Policy in the municipalities, through a questionnaire in a semi structured format, containing 7 questions. For the analysis of the research, content analysis was used, in which categorization was used. In this way, it was possible to understand the changes in the world of work, as well as the history of the Social Assistance Policy and its relationship with social management. However, it was found the importance of professional practice in this space, as well as the use of technical advice as an instrument of action and transformation of reality. And finally, the link between theory and practice was evidenced, demystifying the fallacy about the inseparability between these two dimensions.
